The chief minister of Assam has introduced a new initiative for non-provincialised teachers. This is the one time financial assistance scheme for the Assam teachers. This is a gift from the students to the teacher to provide this grant. This “Guru Dakshina Scheme Assam” was introduced by the state government on 18 February during the launch of a digital portal, PMS 1.0. This portal is introduced by the Department of Higher and School Education. Under the portal, all the institutes need to submit the documents of recognition examination, university permissions, and others. During this launch, the chief minister made the announcement for this scheme.
There is one more issue addressed by the government that so many teachers miss there Provincialisation. This has happened because they are not able to provide the certificate and do not fulfil the eligibility. For these teachers, the government provide one time financial support and also provides many opportunities for them. This scheme is basically for those teachers who had missed their Provincialisation due to some reason of documentation and eligibility. The government mean in to provide all the opportunities to these teachers and those who have qualified for the UGC examination. The scheme not only provides financial support to the teachers but will also provide the marks that will help them in future recruitment opportunities. The main motive of the government is to create job opportunities for these teachers.

Eligibility for the Teachers
- The applicant should belong to Assam state only.
- The government mainly provide the one time financial assistance to the teachers who missed their Provincialisation.
- The retired teachers and deceased teachers are also included under this scheme.
- All the teachers from upper primary, high Schools and Higher Secondary Schools are eligible.
- Teachers from the degree colleges are also eligible under the Guru Dakshina initiative.
- Lower primary school teachers are also included.
- Teachers and the applicants who were not part of the Assam Venture Educational Institutions Act of 2011 and 2017.

Guru Dakshina Portal Registration
- The government released the official Gurudakshinaportal.org Portal, where all applicants can get the important notification regarding the scheme and important links.
- The teachers need to create their accounts and log in.
- So firstly, click on the create account option.
- To complete the registration Form enter your name, address, date of birth, institution, Provincialised, etc. details.
- Then, finally, enter your mobile number and select the OTP delivery mode.
- The teachers also need to provide the details of the school, DISE/UDISE Code and Year.
- Then verify your mobile number through the OTP sent to your mobile.
- Then create the password, confirm the password, and click on the submit button.
- Before the final submission, make sure that you enter your correct mobile number and email ID because in future you will not be able to change it.
- Once you create your account successfully, you will be able to use only this mobile number and email id and it should be active.
- Once you create your account and complete the registration procedure, you will be able to enter your details.
Login For Applicants
- Firstly, click on the login option given on the home page.
- Enter your username and password.
- Then they will send the OTP to your registered mobile number.
- Fill in the OTP and complete the verification procedure.
- After the successful login, you will be able to proceed with the application procedure.
How to Fill the Application Form?
- Once you log in, they will provide you with the online application form and the option to fill it out.
- In the application form, provide your personal details, school, and college information.
- Enter your appointment details and other important information.
- Then proceed to the next page by agreeing to the disclaimer.
- On the next page, the applicant has to enter their education qualification and professional qualification, if they have any.
- On the next page, the bank details of the teacher are required to get the financial assistance.
- Make sure you enter each piece of information carefully in this section.
- Now that the last section is a document upload.
- Here, upload your Aadhaar card pan card, academic documents, and marksheet along with the joining letter.
- Preview your application form before the final submission.
- During the submission, the applicant needs to provide the application fees and then submit their application form.
